Don't you find it strange that Lin Zhentian chose to stay in Yan City? With Lin Dong and Qing Tan strength they should have moved up. I get that they are save there as they have the Thousand Gold Association, City Lord Manor and the Symbol Master Yan as allies. However they have momentum now that they probably never get again.
